Two months ago, KKTU approved the building permit under Zvërnec South Adriatic Development shpk, owned by Universal Properties Projects BV (Netherlands).
Urbacon’s Albanian branch registration confirms commitment to the project, though its exact operational role remains to be clarified.

The involvement of Urbacon — founded in Qatar and owned by Moutaz Al-Khayyat — signals strong international investor confidence.
